The agency discovered the problem during routine inspection activities where Listeria monocytogenes were found on surfaces where the product came into contact.
Numbers from the Animal and Plant Health Inspection Service of the US Department of Agriculture showed that about 25,300 birds were affected by the outbreak.
The agency said it would fund more than $12 million to expand independent processing capacity in Ohio, Michigan and Minnesota using an expansion program grant.
